Maybe the last panel is foreshadowing she has secret powers too like Daph does. It could just be him being reminded of Daph with the card but with this being a mystery I could also see it hinting towards a big reveal for her.

tom literally said “I don’t swing that way” when Frankie gave him her number and she said “I don’t either.” this shows that Tom is gay and frankie is a lesbian. it’s pretty obvious
To clear this up, the phrase “swinging that way” means romantic/sexual attraction! when tom said he doesnt swing that way, it meant that he is gay! when she agreed and said she also doesn’t swing that way, it meant that she was gay too! So basically, it cannot be a love story between them cause neither of them like the gender that the other is.
